For Teen Learner’s Permit (Ages 15 to 17)
What to take to the DPS or DMV to receive your Learner’s Permit.
- Proof of Identity: Provide an original or certified copy of your birth certificate, passport, or another approved form of identification.
- Social Security Number (SSN): Must be provided as part of the application.
- DE-964 Certificate: Issued after completing the first 6 hours of the 24-hour teen driver education course.
- VOE (Verification of Enrollment): Required if you are currently enrolled in school. It must be signed by a school official. Alternatively, you may present a high school diploma or GED certificate.
- Proof of Address: Submit two documents showing your current Texas address, such as a utility bill (electricity, water, gas), a lease agreement, or a bank statement.
- Parent/Guardian Authorisation: A parent or legal guardian must be present to sign the licence application.

How long does it take to complete a course?
Every driver in training is different, but the overall success will depend on a combination of Behind the Wheel sessions and practice outside the sessions.
What is BTW?
How old do I have to be to get my permit?
You only need to be 15; in fact you can get your permit on your 15th birthday!
Can I get my permit before I start my driver ed class?
Yes. You can get your permit if you are enrolled in a driver ed course that starts within 30 days, have submitted all required paperwork, and have paid in full. Paperwork can be uploaded through the student portal.
Can I upgrade my driving package?
Yes, you can upgrade at any time during the program, to any package and rates will be prorated to insure you the best rate.
